My wiper motor has power with the key off and out,also my dome light stays on would this be a relay or do I have a short and need to start looking .Where would be a good start.
there's two wires that go to the wiper, besides the three wire plug. one is a ground and the other goes to a wire that comes out of the wiper motor. both have the same type of connector. be sure that you don't have them mixed-up.
What year? It does matter as far as the dome light problem. Starting in the late 70's, these cars had a timer that delayed when the interior lights turned off.

I just wanted to point out how advanced this would have been for the time considering most cars didn't get this until the 2000s. I'm impressed. I'm just glad I have mine working!

Dome light problem might just be the door jamb switch.
The dome light will come on when the dash dimmer switch is rotated to the full up position. The wiper power with key off does sound like a wiring issue. I had a 67 once that had power on the wipers and if I turned on the radio the wiper would move. If I turned on the fan, the wipers would stop. All with the switch off. I had +12 volts on the chassis with ground on meter connected to the positive battery terminal (reverse from normal). There were other issues too. The mechanic who rebuilt my engine had connected the starter wires wrong. The battery would run down in about 20 minutes.
