Default headlight madness

I have 76 coupe. I cannot make the headlights work properly. When I turn on the headlights the lights work but they don't come up unless I activate the pull down switch. I have checked the integrity or the vacuum tank, I have changed the head light hoses from the relay to the actuators. I have used a vacuum pump to check all the hoses for leaks. I changed the seals and dust boots on the actuators. I disconnected the small vacuum hose which actuates the relays and there is vacuum when the headlight switch is on or off. The only thing that I haven't changed is the headlight switch and the relays. Any ideas?

You know the actuators work, because the switch under the dash works. You also said that you have vacuum on the line between the actuators and the headlight switch regardless of switch position. Sounds like a bad headlight switch.

Is this a new problem or is this a new car?

It may be the relays. Open the hood, start the motor, turn on the lights, then bend down in front of the car with your ear as close to the relays as possible, and see if you hear a hissing sound. I could actually hear mine leaking. I replaced them with a new pair from ZIP and now the lights open and close with force.

From your description the headlight switch is the only solution.
