I had the same problem on my 1979. You may start by making sure the ground wire to the motor caseing is making a good contact. I ended up replacing the motor. If you do this be sure to clean the ground contact, and there is a washer on the old motor shaft, it gives the fan something to bolt against. Be sure to take the washer off of the old motor and put it on the new one. The motor has only one wire from the switch. There is a resister unit under the dash that changes the motor speed it may be bad, mine was not. The new Fan works. The bad news is you will have to remove the radiator over flow tank, loosen the air conditioner lines and air conditioner pump. It is not hard after you can reach the motor.

Did you have to move the compressor and lines to get the overflow tank out?
I just installed a new motor and made sure it had a good ground. I then replaced the Fan Relay and it didn't change a thing. I'm thinking it may be the Fan switch thats located in the center counsel. I had a Camaro that did the same thing and it was the switch.

Not real common for it to be a bad switch but its easy to check.Turn the switch to high and probe the orange wire at the relay for power,if you have power on the orange the switch is working.Make sure the relay is grounded.

I checked the orange wire and it has power to it when the switch is on high position. I tried to make sure the relay was grounded by touching the black wire (from the relay) to ground, but that didn't do anything.

Sorry I wasnt totally clear the relay ground is the black wire....make sure the black wire is grounded....sometimes if someone replaced the starter they get the black wire ground for the blower and wiper on the pos term of the solenoid instead of on a bellhousing or starter bolt.
Maybe you should check your wires with the connectors removed from the relay.With the key on and blower on high check to make sure the orange and red are hot. Now touch the black and see if its hot...if it is the black is on the solenoid wire.If its not put your test light ground clip on a hot wire like the alt pos post and touch the probe end to the black wire... if it doesnt light its not grounded...if it lights its grounded.
It was a ground problem, I'm still not sure that its wired like the factory wanted ,but the fan works great on all speeds. I wish I new how to post a photo and then you would be able to see how its wired. I made sure it was grounded to the large black cable that attaches to the bell housing.
