Does anyone know if you can change the fuel tank rubber filler with out dropping the tank. If you remove the fuel door will it come out from the top

If you're talking about the overflow boot, yep. You may even be able to do it with the door trim still in place as the new one will be nice and flexible if you can work the old one out OK.

edit...part no 459068, $15 at GMPartsDirect if you can justify the shipping!(I usually order a few things when I buy from them)
Still available at any GM parts counter, but you'll probably need to order it. Price depends on your parts guy, but list is like $25.

Done it on mine to get the tank sticker. Easier to remove the door. Be careful and don't let the hose fall.
