Any time I turn the key on the blower is on what ever speed the switch is on, regardless if the mode lever is in the off position. Do I just need new AC control?
Is it squeaking or sound like a card in the bicycle spokes? A squeak means the bearings are going away and the flapping noise is usually a leaf or piece of paper in the squirrel cage.
It actually kind of reminds me of a MK-4 automatic grenade launcher (minus a few dB). I should probably just take it out and look but that kind asounds like a PITA.

While the blower always going at low speeds, thanks to Uncle Nader is true, what you have written does not sound like normal operating procedure. The way I read that is you can have the system off and still turn the blower to any speed. Mine does not do that.

I have stripped my car as much as possible for weight savings but I opted to leave in the blower motor, switches & odd continuous running of the fan.
I did this for HPDE track days/auto cross. During these events you have to have your windows rolled all the way up. The C3 is hot as hell in the summer time. Track heat & sun make it quite warm in the car. So, I like to be able to kick on the blower/vent to keep the cabin as cool & fresh air as possible.
(btw... I have routed out & removed the heater core) so, all recirculated air is (relatively) cool.
There is a post that shows how to install a different switch with an off feature somewhere...
True, there is no "off" on the fan switch but there is one on the controls to select A/C or vent. If he can get the fan to change speeds with this in the off position, something is not correct. In the system "off" position, the fan should only blow at "Nader" speed.
