Speedometer problem

Anyway, I checked the archives on speedometers and one guy said to get a gear with 10% less teeth. This brings up a problem as I already have a gear with 18 teeth and I don't think they make them with less than that.
However, another guy in another speedometer topic said that each tooth is worth 1 1/2 MPH. If that's the case, swapping gears won't really help my situation.
BTW, I'm talking about the small plastic driven gear that is on the tranny.
So, who is right? and what should I do?
Thanks,
1. If your speedometer is reading fast, buy a gear with more teeth. If it's reading slow, buy a gear with less teeth.
2. Each tooth represents 1-1/2 MPH change.
It's a little early in the morning for my brain to be working, but it doesn't seem right that it wouldn't be a percentage difference versus a fixed difference  I'd try a new gear with more teeth to slow your speedometer down some and see what happens.
