I am installing the radiator insulators that sit in the brackets on the core support plate. The two top ones were easy to install. However the bottom ones are not. The holes for the rubber tit go through the bracket but not through the support itself therefore I can not get to it to pull with pair of pliers. What am I missing, am I just stupid (rhetorical question no need to answer that one )

Sorry 75. There is a shelf as well I believe for air seals. These are the insulators/pads that the radiator actually sits on. There are two on top as well. They are U shaped

I would have to look tomorrow to be sure, but I think you are to cut the tit off the lower cushion and install it. The upper used the tit and I think the lower did not.
If placed in the U bracket properly the radiator will force it downward where it belongs.
