Default EFE system removal

I have the desire/need to install an Edelbrock intake manifold as well as a new Edelbrock carb. i would like to replace the headers also, but noticed that the EFE system is part of the headers.
Can the EFE system be removed and still pass smog in california? What are the pros and cons with removing this system

as i understand it, the system is just for cold start up driving ease. it returns heat to the the intake to help with fuel evaporation and aid in warm up time. as far as emissions, on a warm engine, i do not really think it has anything to do with it.

the sniffer test you will pass but there is a good chance you will fail the visual test. cut the butterfly out of the EFE fitting and it wont matter either way.

Your smog test is run with the engine fully warmed up, by then the EFE should be fully open.
