I believe you need to check if your car has the fuel return line on the right side frame rail (it runs right next to the fuel supply line), and whether it has the fuel vapor line on the driver's side frame rail running from the tank to the charcoal canister in the fender well, under and to the left of the master cylinder.
Here's what the connections look like. This is my base engine 71.

I have both lines on the right but nothing on the left. The only canister by the brake booster is my vacuum tank. I guess this means I need the Non-E.C.C. tank???
The way I read the manual I believe you're right, only California, base engine, cars had the ECS in 70. So you probably shoudn't see the 'coffee can' behind the wheel well.
