the light came on but no click from the solenoid.

If the light came on when you touched the solenoid wire then the solenoid has continuity- the coil inside it is ok. That DOES NOT mean it working properly. From your troubleshooting, I say you made the correct decision getting a new one.
yeah i went ahead and found one at the local parts house,
had to be special ordered.
i am going to assume (i hate doing that) that the new one should click when tested right? even so as bad of shape as the old one was in it needed to be switched anyway. that bare + wire was a problem in the waiting even if it was working right.
You can actually here it click? I have to check mine, it's the original and I don't think it's downshifting.

on the th400 with the ignition on crawl up under the dash and by hand press the activation switch by the pedal and listen to the tranny
you will hear a click inside the transmission if it is working correctly.
