"Park" position is accomplished with a parking pawl that is inside the transmission case. When the shift lever is placed in "Park" position, that pawl is mechanically engaged so that the transmission mechanism will not turn. You could have a problem with the shift cable...a cable failure or an adjustment issue. You could also have a broken park pawl. That happens when the shift lever is put in 'park' position while the car is still moving. The pawl engages, then is snapped off by the remaining inertia in the moving vehicle. If that happens, it's time to drop the pan and/or rebuild the transmission.
