I set out to install a new thermostat. One bolt broke off. Can I drill through the manifold while on the car with out hurting anything?

You did not mention if you have aluminum or cast iron, but it really will not make a difference. But, yes, you can. It would help to see your bolt situation, but let's say you have the ability to drill a hole smaller than the bolt diameter. If you can do that, I would suggest covering the thermostate hole so as to not get metal shavings in it. Then, drill a smaller hole, not all the way through (to not get metal in the water system) and then use an easy out. This will save your threads.

get a transmission magnet and put it around the hole---it will catch all the steel shavings... any trans shop will have tons of them around

Super idea. I'll have to remember that one.

Definitely go for the easy out method. I had a similar situation, but the easy out didnt work. Had to take the whole thing off and take it to a machine shop to get heli-coiled. Good luck. I hope the easy out works for you.
