Default Front end mounting issue

Does anyone have a ball park dimension for the height of the front bumper for a 69? I laid my new l-88 hood with a 4” rise and it hit the top of the carb. I do have a single plain intake with a carb pad of 6.540” but my calculations show that I should have 1” clearance. Based on understanding that a 4.72” carb pad intake fits under the stock hood.
I bought the car with no paint and many parts in a basket. The car did drive but you would not want to take it around the block. Did an off body restoration. When taking the windshield moldings off I noticed rust falling onto the dash. Sure enough, the windshield frame was rotted out. The front end had somebody damage above the wheels that was repaired poorly and so I decided that it would be best to replace the front fiberglass. I removed the front fiberglass to replace windshield frame. Before I mounted the new front, I put the old one back in place to make sure the doors were in their correct location. When I bought the car the bumpers were on it but the front bumper does not fit right now. I am wondering if the front cross beam has a height adjustment. I may be at its lowest point if it does.

The X member in the front does not have an adjustment as such. The center bracket will have shims to adjust it to the body.

Here's the location of the shims for the center support brace. There are also shims on the outside corner to move the bumper away from the body. My car (71') was smashed in the front at some point in its life so I think it has WAY more shims than normal.

I can mount the front bumper to th ecar with the front end on. I just dont know where all my carb cleearance went. That is why I am questioning the nose height. I know the rear by the cowl is correct. just not sure about the nose. My car also took a hit to the front but based on the repair, it was not all that bad.

I don't know if this will help you, but I measured my 71' from the base of the core support to the top of the hood surround. It measured 15" with the yard stick as vertical as I could make it.
