You did check the fuse right?
relay is not getting the signal from the horn button.
go to the horn button 1 side should be 12volts.
relay and horn should click in when you close the circuit to the other horn button contact.
There is a smalll spring contact in the assy that fails frequently.
trouble shooting tip ~ unplug the horns, if the circuit is working properly,
in a quite enviroment (closed garage) you can hear the Horn relay click.

I took apart the horn button down to the small spring and still have no volts at the spring. I even went a little further and checked for volts at the contacts below the "small spring" and still no power. All fuses look good, even though there isn't one marked for the horn. Is the relay in the circuit after the fuse box? Do I need to dig deeper into the steering column?
You didn't mention the year of your Vette or whether or not you had a T&T column or a standard (non-adjustable) type. It makes a difference if you need information on removing the steering wheel, trouble shooting the ground path, etc. Anyway, this paper is pretty generic for all C3 Vettes. http://jimshea.corvettefaq.com/wp-co...osis13JN06.doc
what year, tilt or normal, and I was incorrect about the 12volts at the horn button,
I think the horn button goes to Gnd and turns on the relay.
so one side of the contacts should go to gnd,
when these are closed it should have Gnd. on both contacts.

Thanks for the info all .... Jim whats is the web address of the pictures in your response. I have a 74 Vette with t/t column. I will try the jumpers at the relay but think the problem is in the column.
