Wiper motor or switch
On the motor there is a three wire connection. Have this un-plugged. Put some water on the windshield and run 12 volts to the center terminal on the motor.
Then run a ground wire to the terminal farthest away from the actual wiper motor can. This should give you high speed wipers.
Next run a jumper ground from the outer terminal to the one closest to the motor can. This should give you low speed.
If the motor works the same way you described above, then yes it’s motor time. If the motor functions properly then it is fine and you have another issue.
