I know how you feel. When I moved to Arizona, they exempted any cars older than 1968...I have a '71. Getting that 'puppy' to pass the idle emissions test is a challenge. At least, your '81 has some better "tools" to get emissions under control....unless you don't have all the original components, or one or more of them is 'kaput'. The Chevrolet Chassis Service Manual should have a good write-up on that early computer system/electronic carb and how to set them up. You should get a copy if you don't have one already.

the 81 is all there. I am orig owner. It passes easy.
Just not a lot of performance mod avail and still pass.
I would like to increase C/R and cam it.
but, I would be flying blind as to how much and still get the sniffer to say good. I do not have the money, time to trial and error.
