Something is wired wrong or the diode set in the alternator is shorted. [That's my 'guess' for the day...]

I was 100% certain the 37 volt problem was an open pos alt to bat wire. This sounds a good bit more complex. Since we are guessing I will also guess. The 2 problems may or may not be related. If they are related you may have a short feeding the ign at all times, even when the car is off. Since you stated that the alt pos wire came out in crumbles, the first thing I would recomend is a good visual check of all the under hood and dash wiring. there may be more crumbles. A good place to start is where you found the 1st problem. Look there to see if any wires are melted together. For the slow bat drain you will need to get out the meter and start checking circuit by circuit.
