Default Washer Pump Woes

So I have a '69 with the wacky anti-drip solenoid setup (which I just replaced). I also got new headlight washer lines and squirters. I filled up my windshield washer fluid tank and went for it only to find out that even though the pump makes noise, not one drop of fluid was being sucked through the lines. Does the pump need to be primed? Is the seal probably bad? I'm all ears.

Hi Y69,
I've heard of more than a few people sucking on the fluid hose to get the fluid up to the pump.
Have you looked in your 69 Chassis Service Manual?. I know in 71 there's quite a bit of trouble-shooting information. I also have an article about rebuilding the pump if you get to that point.

I blew water into the intake and it put up a lot of resistance and I saw bubbling at the top (where the rubber meets the pump). Should I be sucking from the outtake instead? I took off the 4 screws and can't tell if anything is wrong with the little rubber valves. Should they be easy or hard to move with my fingers. I haven't looked this up in the manual yet. I just kind of jumped into it.
