That's where the seat belt relay plugged in in 74 and maybe 75. There was a button you could push to reset if the car wouldn't start after you got in and put the seat belts on.

That must be what is above and to the right kind of half way out of the picture
so then also I really dont need to worry about hooking it up properly and can also get rid of the loose wires inside the car that are going to the seat belts
