I have a short in the tail lights.
When I put the fuse in my batt goes dead.
As long as i keep the fuse out it's ok.
Why would there be power to the tail lights with the switch off?
It happend after car stayed out in the rain.
You might have a problem in your steering column also. The wiring for the tail lights runs through the directional switch (why? - ask GM - seemed like a good idea at the time) so if there is a problem with your directional signal switch it can affect your tail lights.
Ok are we talking about the parking taillights or the turn signal taillights ?

Brake lights are fine.
The fuse is for the tail lights only,thats what the owners manual says

As you said above why would that circuit be active if the parking lights are not turned on and the only thing I can come up with is a bad headlight switch or someone has tapped into the 18 orange wire going from the fuse to the headlight switch. You mentioned rain,if it got into the back of the fuse box or the headlight switch that might be a possibility.
