When Changing Out The Oil Sending Unit, do I need to drain the oil, and is teflon tape or permatex used on the threads ?...My guess is yes and teflon tape.
Teflon tape is fine. Why would you drain the oil? There is no oil at the pressure fitting when the engine is off. You might get a little drip or two but nothing will come pouring out.
Don't have to drain the oil. NO teflon tape as it can interfere with the electrical conductivity to ground. A small amount of oil based pipe cement is OK - I use Rectorseal on all pipe threads where teflon is a no-no.

I never changed one out before , so I didn't know if the oil would fly out or what...All of the oil is in the pan and filter at that point so I guess it stands to reason that no oil would come out......
