I recently pull the lifters in my car due to excessive lifter noise. The lifters were from comp cam and appear to be Delphi or a copy. When I went to try to identify if there was a bad lifter by pushing down on the pushrod seat I was unable to move the seat in any of the 16 lifters. My new Delphi lifters can all be moved. What am I missing with the existing lifters and what is keeping them from moving. The motor is a 350. Any help is appreciated.

your lifters are pumped up....to release them use a pointed tool and push the center disc to release the plunger while pushing the plunger and oil will squirt out the side hole....what are you trying to check,,,most comp cam lifters are slightly noisy......
I was experiencing what I consider excessive lifter noise. When the motor was originally built there was minimal valve train noise. Over time it just got louder. The motor has about 6 or 7 K and is 3 years old. When the motor was cold there would be no noise then when it reached operating temperature I would start hearing a lifter and it was pretty loud. None of the lifters show any wear at the cam interface but I haven't put an indicator on the lobes yet.
