In the future I want to race the fastest most economical racers made. I've been looking into buying a CSR or DSR car. These cars have the lap records at some of the tracks around the US.

Depends on the kind of racing. I've only been around drag race cars. That car I referred to is not a drag race car I know and it would never pass NHRA tech for that sidebar position and for good reason.
Looks dangerous and more structural than safety oriented to me but like u said-I'm not around race cars.

The NHRA rules for side bar is that it has to cross your shoulder at a 45 degree angle. If you build the cage for a 6'5" driver what happens when his 5'6" climbs in the seat? It goes across his neck.

does the car now certified for S/C drag racing become illegal? Drag racers ware a neck collar and with 5 or 6 point harnesses how would your neck even move over anyway?

You're almost accurate here. The side bar must pass midway between the shoulder and elbow to meet NHRA rule spec.
If a shorter driver gets into the car the sidebar that previously passed NHRA specs will now fail at the track tech inspection.
Belts fail (Dale Earnhardt) and that collar is not failsafe and either way-There are multiple points of spec and safety that goes into a racecar and for good reason they must ALL be met. At least in drag racing it's that way-I don't about other forms.

If you are doing a cage to meet a class or a performance level you should look at the rule book for that class as a minimum. You can do more but not less to be legal in a given class. Things like bar locations, tubing thickness for the type tubing used must be done. Also the type of weld must match the type tubing used. Check with NHRA Tech for any possible up grades they are considering also so you may be able to incorporate them at time of build even though the up grades may not be required today they may next year!!!
