I believe the trim is actually stainless steel.
Some of the regular vendors sell paint made for the trim. You could also start with some self-etching primer that the auto stores sell.

The black trim on my 78 was coming of too and I figured it would be to difficult to get it back to original all black (and not have it peel off). I think the all chrome looks better than the original chrome and black combo. I'm in process of taking mine off all the way w/ never dull wadding compound. With a little elbow grease it comes right off. If I ever decide to repaint it I've already got the old black removed.
Boy this brings back memories... when GM went on the binge of painting the trim, it created multiple jobs for people to re-paint the trim. What we used to do years ago was sand the moldings down and then primer them with zinc chromate primer. Once the primer was dry we would then spray the final color coat. One thing for sure, when you use the etching primer it the paint will stay there a very long time.
Thought about powder coat but do not want to take trim off right now. Was looking for a way to make it look new without removing trim so sounds like painting is the way to go.
