I have a 71 'BB roadster.Everything has been done,fully restored.I have rebuilt stainless calipers,Delco pads,delco rotors that have been trued,and bedded in properly.New brake hoses,and the system has been bled enough that their is NO air.I use DOT 5 silicone brake fluid,have used it for 20+ years,don't think it's the culpret.Manual brake car ,stand on the pedal ,it stops ok but I can't lock the wheels.I feel it could be better.Thanks Paul
Power brakes doesnt increase braking force, just decreases effort.
I have manual brakes on my '69 and I can (and have) locked up all 4 no problem. The pedal shouldnt move too far down before the brakes start to bite. If you have a high and stiff pedal I would be looking at the pads and rotors to see if they are glazed or something else that dripped on them.

Sure it does, or radically increases you ability to apply that force. I have seen many that you couldn't stand on and slide the wheels, added PB, put you through the windshield. For instance my modified `66 wouldn't stop in a forty acre field, put PB booster from an `89 and it will slide um with big toe pressure.
