It can be done without removing the axle flange, but it's not easy.
If the rear wheel bearings have any play in them then just do it all at once. You have to remove the flange to do the bearings. With them off the e-brake shoes are easy.

the problem with them is that the spring retainers pin top is hidden in the back of the backing plate so you can't hold the pin in place when you try and put the new springs and retainer clip in place.....it will drive you nuts and make you curse people you like.....the trick is to use dental floss and wrap it around the end of the pin and slip it through the retainer clip and this will allow you to line it up so you can compress the spring and turn the retainer clip but it is still work in a cramped spot. with everything disasembled its a piece of cake
