Under the dash in the center, there are two small "pull down" ***** on either side of a "turn" ****. If I remember correctly, the pull down on the left is the headlight override, which keeps the headlights from closing. Don't know what the pull down on the right is, or the large round **** in the center. I'm sure they also have to do with the vacuum system, but as I don't have it re-done yet, I'm not sure. Reason: added vehicle info
The center one you can turn it and it leaves the wiper blades exposed so you can change them. It is an electrical switch and the other two are vacuum switches.

The left pull raises the headlights, the right pull raises the wiper door, and the **** in between them is a switch which stops the wipers so you can inspect/change the blades. So, if you open the wiper door and start the wipers you can stop them mid windshield by turning the **** a quarter turn counter clockwise. The **** simply cuts off the power to the wiper motor.
