I'm going to guess the 4 wire connector under the hood under the hood alarm switch is making a poor connection buts thats because its the holidays and I hate to wish a headlight switch change on the guy.
You probably lost the ground to the headlight system if none of the lamps work. Did you check to see if the Hi-beams worked, even though the Lo-beams didn't? If so, then the problem is with the dimmer switch.

I would agree if the dimmer was on the floorboard but I have very rarely seen the switch on the column go bad. Again I'm guessing his car is a 77.
Oh and I'm also "guessing" he has a late production 77.

No High Beams are working either... (but they did not work before?)
Voltmeter, YES. not sure where I need to test it though?
Ground wire being bad is highly possible... My horn hasn't worked in years!!

Is that easier to change than headlight switch? My car doesn't have the switch on the floor, that is on the early model C3s
Under the hood and under the alarm hood plunger switch is a set of wires coming up from the starter. It will be 4 wires - black,purple,red,red. Make sure both reds are hot on both sides of the connector.
In your car there is a dedicated fusible link for the headlights only. If this link burns the only thing that goes out is the headlights. This is where I would start.
You might find by wiggling this connector with the headlights on will cause them to go on and off.
