With White C3 on this one, check the vac line to the Modulator. It will not shift if there is no Vac or the line is kinked.
If there is Vac to the Modulator check to see if it holds vac. Diaphragm may be shot.
If there is Vac to the Modulator check to see if it holds vac. Diaphragm may be shot.

If the kickdown solonoid (TH400) is defective, either stuck open or the seal is defective, the car will not shift out of second (passing) gear. I just replaced mine. Download a copy of a th400 tranny diagram and you can see the part in question. A new solonoid is less than $20.
