Crane 272 for the cam.

Then you need a 3.90 rear gear to make the most out of your 700R4 OD. Does your 700 have the mods for 4th gear only lockup and the ability to use Wide Open Throttle in 4th gear without it doing a auto down shift? It is kind of fun to rap the speedometer around past 140 mph. mark.

With your higher compression ratio, I'd go for the XE268H.

I would not even tell somebody that I didn't like to buy a pot metal Comp Cam. Look at the specs of the Crane 272 I ran it in my Vette for many years

Those are all pretty mild cams. If you're going to stick with the stock torque converter and the 309s, either of the 262s should work fine.

I run the 218-224HR w/1.6RRs. I love this cam and the BB mid range it produces. It is a little soft just off idle, I have M21 w/3:55 so it is not a problem.
The best cam advice I have read is:
Do your homework and try to pick the perfect cam for you. Then buy the next smaller cam. lol
Ask yourself what are your driving habbits?
Is that the Performer or RPM intake? The performer will flow a lot less than RPM intake. The good news is that there are so many SB builds that all you have to do is pick your rpm range and your budget. JMHO
Listen to GKull and the others, they have paid for their experience!

Just curious -c31980 you have your location listed as Kuwait and I was wondering if you can tell us about the quality and/or octane of the fuel over there.

With Flat tops and 64 CC heads your cam choices are too small. With gkull or larrywalk and also with a flat tappet either a billet core or the additional tempering offered by most manufacturers.

FWIW I'm running a 268 in a 383 with similar compression/piston combo and 3.08 rear. Idle is sweet and pulls 15" vac. and the power range is exceptional.
