Default A/C vacuum help!

I just recently replaced all of the vacuum lines for my a/c controls to eliminate leaks. In my car, the orange line to the fresh air vent was cut and blocked, as well as the green line to the plenum. I restored these connections, and now when the engine is on my fresh air vent stays open. when i select "vent" on my controls, it closes. Is this backwards or is that how chevy intended this. My thoughts were that it would open when i selected "vent" and not close. In other words, it is open all the way through "off", "max ac", "Normal ac", and "bi level", and closes at vent thru defrost (including heat) if anyone could explain this system to me a bit it would be awesome, like what "bi level" means and what functions the car is performing.

Also, i noticed that there are two electrical contacts on this side, probably for the ac compressor. when is the first one supposed to engage and when is the second, and what do they do??? any help with this would be greatly appreciated as i have a lot to sort out with this car.

I could get pretty involved in explaining the A/C system. Your best bet to understanding the functions & how they work is to pick up a FSM.
Factory Service Manual.
That book is a valuable resource in learning about your new Vette

the fresh air door (cowl) is a normally open vac can...it will close with engine running in off and max position only......the door on pass side kick panel will be open in max position (recirculate)...only one or the other can be open at the same time...and yes, you need a F S M for vac hose routing...and a lot of other things...
