Was going to repaint my 81 then replace my heads and cam shaft. But now I am thinking I should do the top end replacement prior to repainting? Any thoughts/recommendations.

Repaint, people can see that. Lie about the rest, no one will ever know.
I needed both (engine leaking everywhere, paint ultra chitty) and I did the engine first. I wanted a driver first and then a good looking driver. If the car was running without any issue, I may have gone the other way.
Mechanical work first!! That's what I did to my 78 Camaro. I don't care what it looks like I did my mechanical work first, and it has two different color layers of primer, and some of the original paint.
The more time you spend leaning over freshly painted fenders, the more likely you are to scratch that pretty new paint.
If you know that you intend to do both, do the engine work first.

That exactly what I was thinking, thanks gentleman. gonna get my heads and cam tomorrow.
DO THE MECHANICAL FIRST......yes I'm yelling. It dosn't matter how hard you try the paint will get scratched or chipped doing that kind of work, and you won't feel good about it when it happens
