I've got headmans also the 1 5/8th primaries. Years ago installed them and drove it like that about 7 miles down to a muffler shop with no exhaust system. So I had them make up a nice custom 2 1/2 inch true dual system with race mufflers out back to keep the pressure down

No they are not coated. The document provided says there painted to keep from rusting and that if you do coat them then you should take all the paint off.
I used bing cashback to find the place it was actually a pretty good deal, they were $146 plus I get a 10% refund after the purchase.
