Yes, it takes about 5 minutes.
However, it's seldom the cable that's bad. If the tach cable is no longer turning, the problem is usually that the crossgear has eaten itself into the side of the distributor housing. When this happens, the crossgear locks up, stripping the crossgear and the mainshaft. In addition to replacing all the parts in the distributor, you also have to repair the damage to the housing. If not, the new parts will strip right back out.
