Sit face of mirror into some gasoline or mineral spirits overnight (cover that up to keep fumes down). That will dissolve the silicone glue that holds the glass onto the mirror body. Remove any glue residue. Make two hard metal shims (U-shaped piece) out of stainless steel strip [if you can], then start them under the heads of the riveted [staked, actually] locations that hold the swivel mechanism together. Drive them under the heads with small hammer, etc. If a shim is too thick, you can cut off the riveted heads, so be a bit careful. Put RTV adhesive or silicone adhesive on posts that hold the mirror glass and position the mirror assembly so that the posts are vertical. Set glass onto posts and just let the glass settle on it's own. Let dry overnight & install.

You can Google "Corvette mirror repair" and you will probably see one or more write-ups on it. It really doesn't provide you any more info than what I described...except for the photos, which may be of some additional help to you.
You can also select the "SEARCH" section in the banner above, then enter "mirror" or "mirror repair" into the search box. Check at least a year back for threads on this topic.
If you are talking about the ISRV mirror The spring issue of Corvette Restorer magazine I got in the mail has an article with photos on exactly how to do this for your car.
