HOW CAN ONE TELL IF THE SPEEDOMETER ITSELF IS NO GOOD OR THE CABLE IS BAD? MINE WORKS LIKE MY BROTHER-IN-LAW, SOMETIMES!!

if the mileage or trip work the cable is spinning.... now it could be binding where it could be binding then releasing over and over again causing your needle to jump,,
start by replacing the cable.. it is about 30 bucks.. .cheaper than tearing down the dash and spending 250+ to replace the speedometer.. also check your speedometer transmission driven gear pencil that is on the transmission end of the cable.. it may have a flat tooth or something.. they are only about 10 bucks.
