81 failed Emissions test
Since your '81 is a computer command control sys, have you checked the diag sys for codes? You may have some trouble codes stored in the ECM. That's the whole concept for this system, is emission control.
If you have a paper clip and a factory (perfered) manual, you can check and diagnos the system yourself. That's the first and cheapest start on the road to diagnosing your delema. If the system is clear of codes (trouble), then you can proceed to other suggested fixes/repairs.
And yes, I would replace that cat regardless! The orig cat's are junk!! I replaced/repaired more of those things in my tech repair days than you can cuss about! And most of the prob's occured while under vehicle warranty! (within a yr or two) So that speaks for a cat that is many yrs older!

just checked the codes......none...just the system code to let you know that the diagnosis is working correctly.....but no bad codes..
