I'm not exactly sure what your question is. But these are the answers per your posting.
The 1971 and 1973 tilt (actually T&T) steering columns are the same. The actual steering wheel is attached to a special hub by means of six screws. The steering wheels are the same between a standard (non-adjustable) steering column and a T&T.
However, the hubs are different between a standard steering column and the T&T column.
