Working on rebuilding a carb and today I picked up a new choke, but now I am at a lost as to how it stays on. I am guessing there is a cap of sorts that gets attached to the three rivet areas. None of this was present when the carb was built.

There are 3 sheet metal clips that secure the choke cover to the housing using rivets. You can also tap the holes and install screws. The clips come in all carb rebuild kits.

As stated earlier, there are 3 sheet metal clips that secure the cover, and these clips are riveted to the housing. The clips come in all carb rebuild kits. Install the clips.

karol posted a correct photo of a pre-79 choke converted to electric. 79 and later used rivets from the factory, but the holes can be tapped for the screws as shown in the photo. The clips under the screws are the retainer clips that are provided new in every carb rebuild kit - they must be installed to retain the choke.
