Electric choke

Just put on a holley 670cfm on my 73 w/350 4spd. It has an electric choke that is staying open.I checked with an ohm meter that it has 12.6 volts from a key on power source.I tried adjusting choke all the way counter clockwise to keep it from coming off too soon just like the instructions say but the choke still stays wide open.is there something I'm not doing right?I checked all vacuum lines and they're all good.thank you for any and all help.

Are you openning the throttle to release the choke linkage?

Be sure the rear of the adjustable choke housing is engaged with the carb choke plate. May have to remove and reinstall the electric choke housing to verify.
