Did you remove the vacuum advance hose? Still seems like you should see it somewhere while moving the dist. Are you sure you have it on the #1 spark plug wire?
What year car is it? If by chance it is a 81 with the CCC still hooked up you need to unplug the 4 pin connector comming ouy of the dist. housing to set the timing. There is no vac. advance on a 81. Give us more info if you can...

Perhaps your damper outer ring has slipped. You can't set your timing if the 0* timing mark is not exactly at the #1 piston top dead center.
It can be checked easily with a piston stop like this one :
