Regular powdercoat is plastic based and will melt around 400 degrees, it would cook off headers in no time and make a hell of a smoking mess doing it.
Some powdercoating shops can do a high temp or ceramic based powdercoat, it can take 1200+ degrees and is used for headers all the time. Usually, it's not fully cured by a regular powdercoating oven (~900 degrees) but will fully cure after it's used. Until it's fully cured, it's soft so you have to be careful not to scratch or scrape it during install. JetHot is one of the better known shops for ceramic powdercoating and I suspect their ovens fully cure it before it ships.

.. I have asked them about that and they said they fully cure their coating before sending them to you, so you dont need to "break-in" your jet-hot coated headers.
