If the pressure out of the pump is good I'd guess either a kinked hose, leak, or plugged nozzles. Corvette Central offers nozzles. Do any of them squirt?
Maybe take one out and test it? Not much to the system.
I've never seen them work on my '69, never really needed them. This drawing shows how they are supposed to work. You have to hold wiper switch depressed to get them to work so that the solenoid control valve is activated.

"Never really needed them" is why GM quit putting that on the C3's in 1970/71. Who wants to drive around in the rain and muck so that the headlights get dirty...just so they can turn on the 'headlight washers' to see if they work? I guess if you are going the NCRS route, you have to make them functional to get full points.

I may have misspoken earlier...
Is the 69 system different from the 70? I have a 70, nozzles missing.
Looking at the AIM I don't see the check valves or added solenoid shown for the 69. Looks like the headlight washers should spray any time the winshield washers do. I see a 5 port pump, two for winshield, two for headlights. Two hoses routed to the headlights. Each going to a T to split for upper and lower.
I'd like to get mine working again someday. Am I missing something here?
You would know if they were working by all the crap that trails onto the body when they spray. I would look at nozzle openings for corrosion as they can tend to plug up over time. These nozzles are reproduced for 69 Camaro Rally Sport models so, they can be bought new if you want to go around messing up your detailing work.
