Purchase the 76 assembly instruction manual (AIM). It'll prove to be handy. It's possible the California emissions certification did not require any additional equipment added on the asssembly line.
The two numbers stamped on the pad on the block at the front of the right head will identify the engine and show a VIN deriviative of the vehicle the engine was originall installed in.
Valves covers and carb are aftermarket.
FWIW: August 75 was the first month of production for the 76 models; that would make your car an early one.

as defined in Section 259, is exempt from those portions of the test
required by subdivision (f) of Section 44012 of the Health and Safety
Code, if the collector motor vehicle meets all of the following
criteria:
(1) Submission of proof that the motor vehicle is insured as a
collector motor vehicle, as shall be required by regulation of the
bureau.
(2) The motor vehicle is at least 35 model-years old.
(3) The motor vehicle complies with the exhaust emissions
standards for that motor vehicle's class and model year as prescribed
by the department, and the motor vehicle passes a functional
inspection of the fuel cap and a visual inspection for liquid fuel
leaks.

I was going to try and search those numbers today
here is what is staped there:

That code does not exempt the car from the tailpipe sniffer test, it does however exempt the car from visual and functional tests of the emissions equipment persuant to
Section 44012 (f) A visual or functional check is made of emission control
devices specified by the department, including the catalytic
converter in those instances in which the department determines it to
be necessary to meet the findings of Section 44001. The visual or
functional check shall be performed in accordance with procedures
prescribed by the department.
So if your car can pass the sniffer test without the underhood emissions gear and meets the requirements of being a collector motor vehicle then you would be in good shape.
I am reasonably sure that only a L-48 vette sold in CA. would have the smog pump, all would have EGR, EFE, PCV, EVAP, CAT, charcoal cannister.

I told you your car was early. Engine was assembled at Flint on August 7th; it was then shipped to St. Louis where it was received and stockpiled before your car was assembled.
The Time/Build date in the upper right corner of the trim tag on the driver's door hinge post will tell you the day your car passed the point on the assembly line where the tag was attached. Your date will be Axx with A standing for the first month of production (August for the 1976 model year) and xx standing for the date. Your code will be after August 7th.
