Default Headlights HELP PLEASE

Ok redoing interior and had dash off so headlights where unplugged and left in the up position because no vacuum. I now have dash back in and used manual switch under steering wheel to lower. Now i can't get them to raise again. I've unhooked lines at lights and raised manually, as soon as I turn on the head lights close again. Any suggestions?

check your hoses. Did you reverse one of the lines? Vac is use to both open and close the lights. Closing when turned on sounds like hoses need to be swaped

That link has the hoses wrong on the headlight switch.

This is the corrected drawing.

i tried both ways on hoses that didnt work but thanks for diagram at least i know if i have that right or not. Do i need to let engine run awhile to build up.

It does not take more than a few seconds of engine to build vacuum enough to operate. If hoses are right you may have a leak. Pickup a hand operated vacuum pump from any part store and check hoses, tank and actuators. You may have a stuck vacuum relay, leaky tank or a hole in one of the hoses.

how can you tell if stuck relay and how do you fix. working on this car is totally new to me and a vacuum system even more so.. and does pump come with instructions on how to test those
