Default Two hoses not connected

I was cleaning up the engine compartment a little today and noticed the hose with a green stripe on it was not connected. It comes up through the windshield well and was stuffed down the edge on the passenger side. The is also one with a white stripe that originates from the same place but stays in the engine compartment. They are obviously not essential for the car to operate because I have had it for about a year and I'm sure they haven't been connected the whole time. The previous owner might have been a bit of a bubba. Any help is greatly appreciated.

It goes to the outside air valve on heater box.

Here's the page from the 78' AIM. Note the white hose goes to the water valve.

Thanks for the diagram, I figured it was related to the heat or A/C since neither work.
