The Car Craft guys that IMHO do excellent test work also found the engine pretty close to rated numbers

I just haven't consistenly seen the same results in installations I've worked with, which were also based on chassis dyno runs. I'm not disagreeing with your facts (or Car Craft's) at all - my experience has just been different.
I don't have an electronic copy of the dyno sheet, but one of the guys in our car club took videos. My car was running pretty hot by the time I got to this pull. Output would probably have been a little higher:

I have the stock GM iron Vortec heads and intake, Holley 600 cfm carb, custom cold air intake with a K&N filter and lid, Dynomax full length ceramic headers, true dual exhaust with H-pipe, and Flo-Pro mufflers. I have very light springs in the shimmed HEI distributor (32 deg. total advance), very light vacuum secondaries spring, +2 squirters, and a more aggressive accelerator pump cam.

Any other questions?

No; thanks for posting that. Without the sheet and correction factors, it's kinda hard to know what the real numbers were - but I'll stand corrected that the output in a number of cases is closer to rated than what I've experienced with the GMPP crates.

Yes, BUT my 350 HO did not perform like it does now when it came out of the crate. It produced 258 hp last year on the same dyno under about the same conditions. The HO takes some tweaking to perform like mine does.

Agreed, which is true of all engines. That's why I always suggest including $250 or so for a good dyno tune as part of any crate engine install or overhaul. I'm fortunate to have a great shop locally
