Default Gauge Lighting

I have a new dash wiring harness from fuse box on. I have also replaced all the bulbs. Speedo and tach don't light up and neither does any of other cluster. Any help would be appreciated. Also is horn and head light vacuums connected. Head lights won't lower and horn wont work now either but it used to

You have [apparently] lost/broken the grounding connection for the dash/gauge light circuit during your work. The speedo/tach lights have a grounding wire which runs from a spade connector mounted to the back of that gauge housing and runs to the left-front door jamb metal support. The grounding for the gauge cluster is run to some metal in the transmission tunnel area, I believe.

The entire center gauge cluster is grounded by the temperature gauge wiring.
