Default flapper for?

Here is a picture of a "flapper" in the passenger side footwell. What does it do? I assume it lets vent air in from the front?

When is it suppose to open? When I put the heat or vent on it does not open?

Yellow arrow pointing to the "flapper".

Wood--
That is a fresh air vent and it should open when you select the vent on the center console. If it does not open your hood and look on the passenger side at the area where you windshield wipers are and remove the trash collector (two bolts) and be sure the vacum line is attached if it is you will have to trace it back. That is how I fixed mine on an 80 model.

In NON A/C cars this is a manual door....pull the rod to open it.

This looks like an Air car to me.. I think i can see just a hint of the vacuum pod in the top of the pic.

This is the fresh air vent as stated above.
