The wiper solenoid/switch is mounted to a stud on the right side (rear) of the tachometer...and it is a 'bugger' to get to. That's why someone has left it loose in the past. But, it really shouldn't just dangle in there.
The best way to get at it is to remove the driver's seat, the vacuum swich panel under the steering column, and the A/C ducting section. Then you can get to it pretty well.
P.S. If you go that deep for it, you may want to change instrument cluster bulbs and check the condition of the tach and speedo cables while you are in there.
Does someone have an image of how the wiper door solenoid attaches behind the tach.
The AIM diagram is not real clear and mine was just hanging down behind the cluster. (1971)
When you get that connected, let me know if everything still works OK. I replaced mine only to find that when I screwed it in to the tach, it shorted open and caused my wiper door to stay open and my wipers to go wonky. When I left it hang, it worked fine. I'm just curious if that was the same issue your previous owner ran into or not.
